About the Department

The Building Services Division of the Community Development Department administers the Village codes and ordinances related to all new building construction, additions, alterations and remodels and assists in the enforcement of zoning and sign regulations.  The Division issues building permits and certificates of occupancy; and performs a variety of required inspections for new building construction, additions, alterations and remodels.  The Division also issues permits for residential garage sales.

Building Codes and Building Permits are required in order to protect the health, safety and general welfare of the residents of Bradley.  They provide a way of ensuring that the minimum standards of construction are adhered to.  They also ensure that all contractors are registered and bonded.  In this way, the Village helps ensure that the work is done properly and that the interest of the homeowner is protected.

*Please be aware that the above listed codes are mandatory State law and latest versions are always applicable.  The Village of Bradley or any other unit of local government does not have the authority to grant relief, change or amend any code or portion thereof.  The codes will be enforced as written with no exceptions, unless directed otherwise by the State of Illinois Attorney General’s Office or Capital Development Board.

Permits

Most construction requires a permit.  Therefore, for your own protection and best interest it is always wise to check with the Building Services Division before beginning any construction, alteration or repair.  Failure to obtain a building permit could result in a fine or a “stop work order”.

Valid

A permit is valid for a period of twelve (12) months, however, construction must commence within the six (6) months of issuance of the permit. 

Timing

After the building permit application has been submitted with all necessary forms and information, a building inspector is assigned to begin review of the application.  The Division Staff strive to complete the review process within 10 working days.  The review process can vary depending on the scope of the project and the number of applications waiting to be reviewed.

Contractor Registration

The Village of Bradley requires that all contractors performing work in the Village, register with the Kankakee County Contractors Registration Program.  All contractors shall submit to the Village of Bradley Building Services Division it’s license from the County.  Registration information can be found on the following link:  

Important Plumbing Notice

The State of Illinois is requiring enforcement of an existing provision in the State of Illinois Plumbing Licensing Act that requires a letter of intent to be provided by the plumbing contractor performing work as part of a building permit application.

Inspections

All inspection requests need to be made 48 hours in advance of when the inspection is needed.  To ensure that inspections are scheduled without delay or error, inspection requests should not be sent via an email or by leaving a voicemail message.

Note: Inspections for plumbing, electrical and mechanical/HVAC are scheduled on Monday, Wednesday and Friday mornings only.

Garage Sales

Bradley residents are allowed two 3-day sales per year.  No person shall conduct a general sale of goods, commonly known as a garage sale, unless a permit has first been obtained from the Village of Bradley.  Garage sale signs are not allowed on utility poles or within the public right-of-way.  Residents must apply in person to the Building Division for permits.  There is no fee for a garage sale permit.
