About the Office

The Main Office at the Bradley Village Hall is the base for all administrative services. This is the center point for all services and information for the Village of Bradley including the Board of Trustees, Commissions and Departments. Located here are the offices of the Mayor, Clerk, Village Administrator and Finance Director

The Mayor is the President of the Bradley Village Board of Trustees.

The Village Administrator is responsible for the day to day management of all Village business. The Village Treasurer also serves as Finance Director and is responsible for all financial and accounting procedures. A full time clerical staff supports the Accounts Payable, Accounts Receivable, Payroll, Sewer Billing and aspects of insurance programs for the Village.

The Village Clerk is the “keeper of the records”. All ordinances, resolutions, meeting minutes and notices are prepared and maintained in the Clerk’s office. The Freedom of Information Act is administered through the office of the Village Clerk. The Clerk’s office is also responsible for licensing of businesses, vendors, transient/itinerant merchants, tree removal and tree planting permits, parade permits, etc.

Administrative office hours are Monday through Friday from 8 a.m. until 4:30. Public meeting notices are posted in the lobby of the main office along with additional community information.

The Mayor is elected for a term of four years, and is technically the Village President of the Board of Trustees, as is provided by state statute.

Even though this is not a full time position, he is the chief executive officer of the village and presiding officer of all regular and special meetings of the Board of Trustees and at all times when the Board of Trustees meets together as a committee of the whole.

The Village President shall preserve order and decorum in meetings of the village board, and shall decide all questions of order, subject to an appeal to the village board, without debate. Whenever there is a question as to the respective powers or duties of any appointed village officer, this shall be settled by the village president; and he shall have the power to delegate to any such officer any duty which is to be performed when no specific officer has been directed to perform the duty.

The Village President also serves as the Local Liquor Control Commissioner.

The Village Clerk’s Office is the official keeper of the records for the Village.

The Village Clerk’s Office is the official keeper of the records for the Village which includes but is not limited to Intergovernmental Agreements, Village project files, Ordinances, Resolutions, Minutes of Board meetings and all other legal documentation in regards to the actions of the Village of Bradley. Records retention, storage and destruction are functions of the Village Clerk. The Deputy Clerk is the Freedom of Information Act (FOIA) for the Village.

The Freedom of Information Act is administered through the office of the Village Clerk.

The Clerk’s office is also responsible for licensing of businesses, vendors, transient/itinerant merchants, tree removal and tree planting permits, parade permits, etc.

The Village Clerk’s office has numerous responsibilities according to our Village Code and the Illinois Compiled Statutes. Elected to a four year term, the part-time Village Clerk and the full-time appointed Deputy Clerk are always available to help the residents of Bradley who may have questions.

Following are some basic duties of the office of the Village Clerk:

  • Keeper of Village seal

  • Maintain record of all Village documents
  • Maintain Village ordinances, resolutions and proclamations
  • Keep register of all licenses and permits
  • Attend meetings of the corporate authorities and keep a full record of their proceedings

The office of the Village Clerk is located in the Main Office at the Bradley Village Hall, 147 S. Michigan Avenue. Business hours are Monday through Friday 8 a.m. to 4:30 p.m.

The Village Treasurer also serves as Finance Director and is responsible for all financial and accounting procedures.

Finance Department

Mission Statement

To maintain the financial integrity of the Village and to provide comprehensive and integrated financial management and purchasing services to Village departments so that they can accomplish their missions.

Services

The Village’s Finance Department provides all accounting services, performs investment and cash management activities, and coordinates capital financing, purchasing, debt administration, budget preparation and control, as well as audit preparation and compliance. As required by statute, the treasurer provides regular reports on the fiscal condition of the Village to the Mayor and the Board of Trustees.

Objectives

The Director of Finance coordinates all of the financial affairs of the Village, establishes and maintains necessary controls, and supervises the employees and activities of the Finance Department. The objectives of the Finance Department are as follows:

  • Prepare regular reports on the financial condition of the Village as directed by the Mayor and Board of Trustees or required by statute.
  • Develop and recommend to the Mayor and Board of Trustees arrangements for the efficient financing of the Village’s five-year capital improvement plan.
  • Perform short and long-range financial planning through the identification of future expenses and analysis of potential revenue sources.
  • Review all departmental payment requests, prepare documents for consideration by the Mayor and Board of Trustees, and disburse all approved funds in a timely manner.
  • Invest temporarily idle funds to earn the highest possible return while at all times protecting the safety of principal through the use of sound investment practices.
  • Calculate, distribute, and collect utility bills and other charges for village services at the rates established by the Mayor and Board of Trustees.
  • Oversee the Village’s payroll process.
  • Establish purchasing procedures and assist operating departments to achieve optimum value for funds expended for equipment, supplies, and services.
  • Provide budget preparation support to the Village Administrator and operating departments to assure accuracy and timely submission to the Mayor and Board of Trustees.
  • Coordinate budget implementation to assure conformance with funding limits and other budgetary controls.
  • Facilitate the collection of information required for the development of the annual audit and preparation of the Annual Financial Report.
  • Provide timely payment of the Village’s outstanding bonds, preparation of information and reporting required for bond rating agencies and preparation and filing of required debt disclosures.

Safeguard Village assets through adherence to sound financial management practices and procedures.

Rob Romo

Mr. Romo is a Certified Public Accountant & Certified Fraud Examiner with a Bachelor’s of Science in Accounting from DePaul University. His professional experience includes: ten years working in public accounting performing audit and consulting work for units of local governments with revenues in excess of 100M, Harwood Heights, Illinois; Finance Director for two years years prior to that role spent two years as the Finance Director for Schiller Park, Illinois.

Mr. Romo is an active member of both the national Government Finance Officers Association and the Illinois Government Finance Officers Association (IGFOA).

Mr. Romo is responsible for planning, organizing and directing all operations of the Finance Department including budgeting, collections, accounting, treasury and other fiscal activities.
